
Introduction
Development Consortium’s Digital Mental Health Service is transforming how young people access care by offering accessible, confidential, and non-judgmental support through mobile technology. The service delivers the WHO-validated Step-by-Step program via WhatsApp, helping individuals manage symptoms of depression and strengthen their overall mental well-being.

Targeted at youth aged 18 to 29—many from low-income and underserved communities—the initiative breaks barriers to care by meeting people where they are: on their phones. Since its launch in 2024, the service has reached young people across 25 Indian states and union territories, making it one of the most scalable and inclusive models for digital mental health support.

Also known as Kaya Guides, this groundbreaking effort was the first nonprofit-led public implementation of the WHO’s evidence-based Step-by-Step program. Today, it continues to expand access, build resilience, and normalize mental health care for young people across India

Program Components
In 2024–25, this program reached 1,200 young people through its mobile-based self-help program. Delivered entirely via WhatsApp, the intervention includes a series of engaging videos and text-based activities grounded in cognitive behavioral therapy. Participants are guided through the content by a chatbot, with the added support of trained human guides who provide empathetic check-ins and emotional support throughout the journey.

Participants reported significant mental health improvements. 40% of active users experienced a 50% or greater reduction in depression symptoms, while 25% completed the program entirely free of depressive symptoms. These outcomes were accompanied by improvements in life satisfaction, emotional regulation, self-agency, reduced anxiety, and increased motivation.

The digital format made it possible for young people—many of whom face stigma, mobility constraints, or limited resources—to receive consistent, evidence-based care in private and at no cost.
